Sift flour in a bowl, add butter, run until the mixture resembles breadcrumbs.
Stir in sugar with enough water to mix to a firm dough; knead lightly.
Roll out the pastry on a floured surface and line a 9inch fluted flan dish.
Prick the base and chill for 30 minutes.
Line the pastry case with nonstick baking paper and baking beans and bake in oven 375F, gas mark 5, 15 minutes.
Remove the paper and beans and cook 5-10 minutes, until firm, cool.
Prepare the filling:
Place butter, sugar, flour, milk, cream in a saucepan, bring to boil, whisking, cook gently 1 minute.
Pour into pastry case and chill till set.
Decorate with cream.
